Guidebook for Achieving Carbon Neutrality by 2050
Avoiding the most devastating effects of climate change requires cities and regions to lead the way towards carbon/climate neutrality. A number of cities and territories across Europe have embraced this challenge. They are developing and implementing long-term energy and climate plans that aim for carbon/climate neutrality by or before 2050. The Guidebook is published in English, as well as the 10 languages of the project, and describes the key steps in the planning process, along with important considerations in each step. It also presents best practices to inspire cities and regions and help them better design actions to take forward in the decarbonisation process.

Energy Planning Process Report in 11 EU Countries
This report focuses on the energy policy planning process in the 11 partner countries (AT, DE, ES, FR, EL, HR, HU, LV, PL, PT, RO). It includes a review of the national target setting procedure in each country, as well as a synopsis of the process for formulating national energy and climate policy plans, and the role and involvement of local and regional governments.
Report on Existing Multi-level Governance Models in 11 EU Countries
This briefing paper focuses on the multi-level governance models adopted in the 11 partner countries (AT, DE, ES, FR, EL, HR, HU, LV, PL, PT, RO), as well as recommendations on implementing and tailoring collaboration processes.
Recommendations report on national energy priorities in 11 EU countries
This report summarises the recommendations on national energy priorities and multi-level governance, as derived from a series of national roundtables held (3 at each national level) with public authorities and other national stakeholders in the 11 partner countries (AT, DE, ES, FR, EL, HR, HU, LV, PL, PT, RO).
Report on local and regional priorities in 11 EU countries
This report focuses on the local and regional priorities on long term energy policy planning, as derived from in person meetings and two roundtables with local and regional authorities, held at each national level in the 11 partner countries. Overall, this deliverable outlines the regulatory framework for regional and local energy planning in the C-Track 50 countries, as well as the status quo in regional and local energy planning. Regional and local priorities for energy planning are described per country, along with key recommendations that aim to facilitate local and regional collaboration and energy planning efforts.
English Summaries for Energy & Climate Plans 2050
C-Track 50 has supported 108 local authorities across Europe to develop their long-term energy and climate plans, putting ambitious targets and aiming at carbon neutrality by 2050. The overall structure and methodological approach is based on existing planning approaches at a national and European level, for instance the Covenant of Mayors Guidebook, as well as multi-level governance collaborations established. Moreover, each country has also utilized existing planning procedures in place, to customize the elaborated plan. Overall, actions leading to approximately 16 million tons CO2 emission reductions and 21,904 GWh of energy savings by 2050 are outlined based on these plans.
English Summaries for Regional Plans
C-Track 50 has supported a number of regions across Europe to identify appropriate actions in order to achieve carbon neutrality in the long-term. The support provided was tailored to each region, taking into account local particularities, needs and existing plans and actions. Therefore, regional energy and climate plans have been formulated in Austria, France, Poland and Portugal that set long-term and interim targets. These include a number of different actions that regions intend to implement, in line with national policy priorities. On the other hand, policy recommendations on energy and climate actions have been formulated for regions in Croatia, Germany, Greece, Hungary, Latvia, Romania and Spain. These aim to guide regional authorities when revising existing plans and when designing new actions on energy and climate.
Project Fiches and Briefing Note
This report initially focuses on providing briefing notes on the financing instruments available over the project duration for energy efficiency and renewable energy investments in the 11 C-Track 50 partner countries. It also provides an overview of the initial project ideas that have been identified by the partners in each country, through the collaboration with the beneficiary municipalities. 110 project fiches on various thematic sectors and topics are outlined, from buildings rehabilitation, to mobility with a focus on electric vehicles and infrastructure set up, upgrade of street lighting systems, waste heat utilization, biomass district heating systems, investments on renewable energy, electricity storage systems and many more.
